These are the first awards after the rules were amended to introduce a two-tier mechanism for juries in view of the increase in entries for the awards. The main jury was to see about 30 films selected from a total of 80 submissions by the initial jury. The jury is headed by actor-director Suhasini, while eight-time National Award winner and Kannada director P. Seshadri and director Bhadran were the chairman of two committees of the preliminary adjudication committee.

Announcing the award, Cultural Affairs Minister Saji Cherian said that this award sends a message that it is the need of the hour for women to come forward in all walks of life including cinema. Ms Suhasini said Kerala should be commended for organizing the award during the period of COVID-19 pandemic, while providing inspiration to the artists.

“The quality of all the films has been good. It is only when disaster strikes that people think differently. It will bring different feelings in people. Production during this period would have been difficult, yet we had 80 films for consideration,” Suhasini said. He said the competition for the Best Actor (Female) award was tight with seven contenders in the final round.
