Punjab Governor Banwarilal Purohit on Sunday alleged that Chief Minister Charanjit Singh Channi gave “factually incorrect” information to the media about an employment bill, the file of which he sent back to the CM’s office with some queries.
Channi had on Saturday threatened to stage a sit-in against Purohit to stop him from clearing the bill aimed at regularizing around 36,000 contractual employees. He had accused Purohit of delaying in clearing the bill under pressure from the BJP. Purohit said the file relating to regularization of services of contractual employees was returned to the Chief Minister’s Office with six questions for clarification.
He said in an official statement that the file was received by the CMO on December 31 and the queries are awaited. He said the information shared by Channi with the media on Saturday was “factually incorrect”. “I advise the chief minister to answer the questions raised on file,” Purohit said. “Once the reply comes, the Bill will be re-examined in the Governor’s Secretariat,” he said.
The state assembly had on November 11 passed the Punjab Protection and Regularization of Contract Employees Bill-2021. After a gap of 20 days, the file was sent to the Punjab Raj Bhavan on 1 December. “In the month of December, the governor was on a tour of various districts of the state.
The Governor concluded the tour on 21 December followed by the Punjab Chief Minister on 23 December at the Punjab Raj Bhavan and met him. The file was duly studied and returned to the CMO with observations/queries on 31st December, 2021.’ The Governor’s Office has challenged the Punjab Ad-hoc, Contractual, Daily Wage, Temporary, Work Charged and Outsourced Employees Welfare Act, 2016 in the High Court from the State Government.
The Bill seeks to replace the 2016 Act. The Governor’s office also pointed out that in the opinion of the Advocate General, it was observed that the Bill remains vulnerable to legal challenge.
The State Government has been asked to clarify how the specific views of the AG are addressed in the Bill. The Governor’s office asked the state government whether regularization of contractual employees recruited without following the reservation rules would not disturb the reservation ratio?
The Governor’s office also wanted to know how the State Government proposes to meet the expenditure on regularization of services.
