Choubey said that the foundation stone of this project worth Rs 1200 crore was laid in the year 2011 by BJP President Nitin Gadkari and picture frame Ramesh Pokhriyal Nishank. He said that about 14880 square yards of land was given for the project for Kharsali. However, the project could not take off due to constraints in acquisition of forest land for the purpose.
