The winter session of Parliament went off on a bitter note as 12 Rajya Sabha MPs were suspended on Monday for the remainder of the session. The action was taken after the violent scenes witnessed on the last day of the monsoon session on 11 August.

In a letter written by Parliamentary Affairs Minister Pralhad Joshi to Rajya Sabha Chairman M Venkaiah Naidu to introduce a motion for suspension of 12 MPs, it was said, “The 254th session of the Rajya Sabha is indeed the most condemnable and shameful session in our parliamentary history. will be counted as , The humiliation that has happened is irreversible and no amount of condemnation and remorse can compensate for the damage he has done. ,

“Unruly and reprehensible acts such as standing on tables, throwing files on chairs, preventing parliamentary staff from performing their duties, intimidating and injuring staff members, complicated by violent behavior by some members of Parliament, have brought disrepute to the public. These immeasurable circumstances demand exemplary measures, which will not only act as a deterrent against any such uncontrolled and violent incidents in future, but will also try to restore the credibility of the Parliament in the eyes of its voters,” it said. read.

According to the letter, “It is our duty to set the highest standards of personal and professional conduct and any deviation from this should invite strict measures.”

The Rajya Sabha chairman had in the last session offered to form a committee to discuss the course of action, but several opposition parties, including the Congress, TMC and DMK, categorically refused to be a part of the committee.

‘Chronology for this behavior’

Government sources say there is a chronology of this behavior of the opposition, especially during the last monsoon session.

At first, the prime minister was not allowed to present his council of ministers who were sworn in in July. Several bulletins of Parliament have shown how proceedings are being disrupted. Sources said the intention of the opposition was very clear that they would not want the House to proceed in the monsoon session.

The papers were snatched from the hands of Railway Minister Ashwini Vaishnav in Rajya Sabha on 22 July. That day also 24 MPs were nominated for indecent behaviour.

Whistling scenes were also seen for the first time. Video-recordings of the proceedings, which were also uploaded on the internet, were seen during the Monsoon session, waving papers on chairs, dancing standing at tables and holding placards in front of talking MPs. Some of the worst conduct was recorded during the entire session on 30 July, 4 August, 10 August and 11 August.

However, the government maintains that the suspension was based on the incident on August 11 and that the action to be taken was at the first available opportunity.

What happened on August 11th?

Here’s what happened on the floor of the House on August 11 for which 12 MPs have been suspended.

Dola Sen of Trinamool Congress (TMC) put a hanging loop made of cloth/dupatta (similar to a noose) around the neck of fellow MP Shanta Chhetri in the gangway and raised slogans by holding the other end of the loop in her hand. He further showed the loop high in the air that Chhetri was wearing. Later, holding a rope in his hand with the other end of the loop of rope tied around Chhetri, Sen climbed into the front row seat.

Sen also obstructed the way and pushed BJP MPs Piyush Goyal and Prahlad Joshi coming from the Speaker’s chamber to take their seats. He also argued with and pushed women officers of the Parliament Security Service.

-Chhattisgarh Congress MPs Phoolo Devi Netam and Chhaya Verma tore the paper and threw it towards the floor of the House. Later Syed Nasir Hussain of Congress, Arpita Ghosh of TMC and Shiv Sena MP Priyanka Chaturvedi also followed suit.

CPI leaders Binoy Vishwam, Elaram Karim, Congress’s Rajamani Patel and Shiv Sena’s Anil Desai snatched folders of papers laid on the Table of the House.

Congress leader Akhilesh Prasad Singh made a video of the security staff and the table.

Congress MP Syed Nasir Hussain pushed Sanjay Raut towards the security officers besieging the table and later pulled him back. Elmaran Karim, Ripun Bora, Binoy Vishwam and Akhilesh Prasad Singh also joined him.

Congress MP Ripun Bora climbed on the LED TV stand on the left side of the chair (near the LOP seat).

-Elmaran Karim thrashed the neck of a male marshal and badly pressed him. They also dragged the security officer to break the cordon.

Phulo Devi and Chhaya Verma also dragged a female marshal and beat him up.

Syed Nasir Hussain and Elmaran Karim grabbed the shoulder of a male marshal and tried to pull him out of the security cordon, who was trying to save the female marshal.

Ripun Bora again climbed onto the LED TV stand on the left side of the chair.

Action was not taken against Congress MP Pratap Bajwa and AAP MP Sanjay Singh as they misbehaved on August 10. Singh had climbed onto the journalists’ desk and waved black flags, while Bajwa threw a file at the chair.
