New Delhi: In a major administrative reshuffle announced late on Monday night, the Haryana government has appointed two charge-sheets Haryana Civil Service (HCS) officials as Additional Deputy Commissioner (ADC), usually administrative posts organized by IAS officers.
The decision has increased the eyebrows because it comes a few days later Union Public Service Commission (UPSC) Following the advice from Solicitor General, on May 22, the promotion recommendations of the state government for these officers returned.

Earlier, the Zilla Parishad and the District Rural Development Agency (DRDA) CEO Jag Navas was appointed as the ADC-Cum-DISTRICT Civil Resources Information Officer at Jhajjar.
Wanted and Foundation are among the eight HCS officers who were charged for alleged irregularities in their 2002 appointments in 2023.
However, a senior Haryana government official said that there was no irregularity in the posting of HCS officers as additional deputy commissioners. Apart from him, one of the 2003 batch officers and one of the 2004 batch has also been appointed as ADC. Out of 22 districts of Haryana, seven, seven (four posted four posted) are HCS officers, “the official said.

Detailed latest appointments in an official order issued by Chief Secretary Anurag Rastogi, 41 IAS and HCS officers in various administrative roles in the state were among the transfer and posting.
Another officer implicated in the 2023 charge sheet, Dr. Sarita Malik has been transferred from his role as Special Secretary to the Government in the Public Health Engineering Department, who is replacing the Service Commission’s authority to the Secretary of Haryana for the rights of the Service Commission.
On 22 May, UPSC rejected the Haryana government’s proposal to promote 27 HCS officers, in which Vatsal Vashish, Jag Naves and Dr. Including Sarita Malik, IAS cadre was included.
Anti-Corruption Bureau (ACB) filed a charge sheet in July 2023, in which eight officers were named- Fena Hooda, Surendra Singh, Jagdeep Dhanda, Dr. Sarita Malik, Kamlesh Bhadu, Kulidhir Singh, Vatsal Vashish and Jagdhakas-Astation, Unquisive Candidates.
Other notable transfer includes 2022 IAS batch Ankit Kumar Chouksey Badshahpur to Jhajjar as Deputy Divisional Officer (Civil), and 2022 IAS batch from Shashwat Sangwan to Naringarah to Barra.
Among HCS officers, Vivek Padam Singh (1997 batch) has been appointed as the controller of Printing and Stationery and Special Secretary, while Sujil Kumar (2003 batch) has been posted as ADC from Kaithal as Mahendragarh, and Satibir Singh (2004 batch) has been posted as ADC.
