Sarma announced the holding of the Commandant’s Conference on 22 May. He said, “AFSPA will be removed from the entire state by November. It will facilitate replacement of CAPFs by Assam Police battalions. However, the presence of CAPFs as mandated by law will continue.
The Center had last year removed the notification of disturbed areas under AFSPA from the entire state of Assam, but the law is still in force in eight sub-divisions and one sub-division of the district.
What is AFSPA?
AFSPA is invoked only in disturbed areas. In these places the security forces can arrest anyone without a warrant. In some cases force may also be used. This law was passed on 11 September 1958 for the convenience of security forces in ghosts. In 1989, on the rise of terrorism in Jammu and Kashmir, AFSPA was implemented here in 1990. The central government also decides which will be the disturbed areas.
Till now AFSPA is applicable in these places
The AFSPA law was implemented in several parts including Assam, Deepak, Tripura, Meghalaya, Arunachal Pradesh, Mizoram, Nagaland, Punjab, Chandigarh and Jammu and Kashmir. However, later it was also removed from many limits. Before Amit Shah’s announcement, this law is applicable in parts of Jammu and Kashmir, Nagaland, Maniradi (except 7 areas of capital Imphal), Assam and Arunachal Pradesh. It has already been removed from Tripura, Mizoram and Meghalaya.
