AP govt seizes former CM Chandrababu Naidu’s house in Amaravati, collecting bribe in preparation of capital city master plan

The Andhra Pradesh government on May 14 appointed former Chief Minister, Leader of the Opposition and TDP national president N. The present residential house of Chandrababu Naidu has been attached. The Home Department issued the attachment orders through GO Ms. No. 89 on May 12, 2023, based on the investigation report submitted by the AP Crime Investigation Department (CID).

It is alleged, “As recompense, Mr. Lingamaneni Rajasekhar offered his house on the banks of river Krishna, House No. 3-781/1, Karkatta Road, Undavalli Village, Tadepalli Mandal, Guntur District, to Amaravati in 2014. on pro bono basis at the residence of Mr. Naidu and his son Nara Lokesh, for the favors done by the accused persons at the time of drafting of the Capital City Master Plan of .

In the GO, the government clarified that “the CID investigated these allegations on the basis of a complaint given by YSR Congress Party Alla Rama Krishna Reddy, MLA from Mangalagiri Assembly Constituency. CID Cr.No. Case registered in 16/2022 under sections 120(b), 409, 420, 34, 35, 37, 166, 167 and 217 of the Indian Penal Code, 1860 read with section 13(2), section 13(1)(c) and (d) the Prevention of Corruption Act, 1988.

The AP CID has requested the state government to attach the property under the Criminal Law Amendment Act, 1944. After informing the judge of the concerned court, the state government issued orders for attachment of the property.

Manipulation in Capital City Planning:

The government disclosed that, “On December 8, 2014, an MoU was executed between Infrastructure Corporation of Andhra Pradesh Limited (INCAP of AP) and International Enterprise, Singapore in violation of rules without proper approval of the Government of India. , Accused- The then Chief Minister, Shri Naidu (A1) and the then Minister of MA & UD Department, Shri Ponguru Narayan (A2) acted in a pre-planned manner to obtain work orders for preparation of draft perspective plan and master plan. The capital city was awarded to a Singapore-based master planner on nomination basis, bypassing the tender criteria.

The state government said, “The capital city master plan was prepared by a Singapore-based master planner under the guidance of Mr. Naidu and Mr. Narayan and specifically to avoid acquisition of land belonging to companies and family members. Lingamaneni Ramesh, Lingamaneni Rajasekhar and Heritage Foods Pvt Ltd and to give them a windfall in the form of appreciation of the value of the land. A large Inner Ring Road (IRR) with 75 m ‘right of way’ was built right next to these lands. Due to the notification of their land under IPC, many farmers of adjacent land suffered loss. They were not allowed to do any mapping or construction on their land.”

Lingamaneni – Heritage Partnership:

“In 2014, Heritage Foods Pvt Ltd bought land right next to Lingamaneni’s land bank. Mr. Lokesh, who later became an MLC and a minister in the government, was a member of the board of M/s Heritage Foods, which passed a resolution to purchase the land from Lingamaneni and others. CID officials informed that the names of Lingamaneni Ramesh and Lingamaneni Venkata Surya Rajasekhar were clearly mentioned in the board resolutions of M/s Heritage Foods.

“Starting from the preparation of the draft perspective plan of the capital city, Shri Naidu and Shri Narayan continuously guided the officials on the process of planning. While Mr. Naidu worked to achieve the alignment of IRR for the benefit of Lingamaneni and Heritage Foods, Mr. Narayana manipulated the alignment for the benefit of campuses of educational institutions run by Narayana Education Society”, the CID probed.
