IT is probably not a shore peak, an extremely interesting phenomenon, given that very few people know much about it. But the in-person summit of the Quad Leaders in Tokyo, which includes Japan, India, the US and Australia, is significant, even more so because of a fact that usually goes unnoticed. This group is about India. The other three are already cooperative partners, the new kid in the New Delhi block.
Perhaps that is why India says very little about it, although the media is overzealous, while other members sometimes say too much. So, the picture is like an old-fashioned kaleidoscope, which vibrates depending on the hand holding it.
The Quad Started as a Diamond
The Quad was originally the vision of Shinzo Abe, the former Prime Minister of Japan. In 2007, he envisioned a ‘security diamond’ between these countries. The speech was delivered during his historic address to the Indian Parliament, but did not gain much traction, given the immediate shrinking of any references to ‘security’. Shinzo later revived it in 2013, this time wrapped in much lighter language, and followed it up with energetic and highly successful tours to Australia and India. In the latter case, Prime Minister Narendra Modi took an almost personal interest in the relationship as Japan offered not only peaceful uses of nuclear power and “bullet trains”, but also an agreement on the transfer of defense technology.
Meanwhile, the quad found its groove when the US began flexing its muscles in the South China Sea in 2015, while China began flexing its muscles in the South China Sea. The calamity of the pandemic, and now a terrible war, meant that it should indeed be one for all, and vice versa – working together for a common good.
