Biden’s national security plan shows more concern for China than Russia

The White House on Wednesday launched a long-delayed national security strategy aimed at halting China’s rise while re-emphasizing the importance of working with allies to address the challenges facing democratic nations.

The 48-page document, which was delayed by the Ukraine crisis, does not include any major changes in thinking and does not offer any major new principles for Biden’s foreign policy. Instead, the document highlights the White House’s view that US leadership is the key to overcoming global threats such as climate change and the rise of authoritarian regimes.

Sullivan said the US must manage relations with China to address international challenges affecting people everywhere, including climate change, food insecurity, communicable diseases, terrorism, energy transition and inflation.

Biden has yet to resolve some major foreign policy debates, including tariffs on Chinese goods set up by his predecessor Donald Trump, which have cost US importers billions, and worsening ties with longtime ally Saudi Arabia.
