How is the budget made?
The process of budgeting is very important. It is prepared with the cooperation of hundreds of people and many ministries. Suggestions regarding the budget are also sought from the common people on behalf of the Finance Ministry. Industry organizations are also consulted towards the government. The draft budget has been prepared by the Ministry of Finance according to all the opinions and the views of the government. After this it was discussed with the Prime Minister, Finance Minister and other members of the cabinet. After getting the approval of the cabinet, it is presented in the Parliament. All the selected officers of the budget are made. Chief people working on budget stay in North Block office for 2 to 3 weeks. During the preparation of the budget, officials are not allowed to meet and talk to their relations.
The traditional halwa ceremony is performed before the budget document is finalized at the printing stage. The Finance Minister himself participates in this ceremony. The ceremony is held in the basement of North Block, Delhi.
The first budget of independent India was presented by Shanmugam Chetty on 26 November 1947. Morarji Desai had presented 10 times the highest budget in the history so far. Congress leaders have presented the budget 9 times. Till the year 2016, the general budget was presented on the last day of February in the country. But in the year 2017, Finance Minister Arun Jaitley changed the date of presentation of the budget to 1 February.
