The Chandigarh administration has approved the draft of the city’s first electric vehicle policy for five years which will come into effect from April 1, 2022. The Draft Electric Vehicle Policy, 2022 aims to make Chandigarh a “Model EV City” by achieving highest penetration. Number of zero-emission vehicles in all Indian cities over a five-year period. The draft EV policy will be in the public domain for a period of 30 days to invite suggestions and comments from all the stakeholders as well as the general public of the Union Territory before the policy is approved.

The draft policy suggests limiting the number of petrol and diesel two-wheelers and three-wheelers sold in Chandigarh every year to promote adoption of EVs.
The Chandigarh Electric Vehicle Policy has a provision to encourage the adoption of electric vehicles including electric cycles, two wheelers, three wheelers, electric cargo vehicles as well as four wheelers, passenger and commercial. The incentive will be over and above the FAME II subsidy of the Central Government which extends to the vehicles applicable in the country. The customers who want to avail the incentives need to purchase and register the vehicle in Chandigarh.
Under the draft policy, incentives to buy electric vehicles include waiving off the registration fee. Meanwhile, electric vehicles have already been exempted from road tax in Chandigarh till 2024. In addition, commercial EVs, including two-wheelers used for last mile deliveries, should be switched to electric fleet by March 31, 2024. This will also include cab aggregators.

Cars like Tata Nexon EV will be able to avail benefits up to ₹ 1.50 lakh under the new policy
Buyers can avail incentives of ₹5,000 per kWh on electric two-wheelers subject to a maximum of ₹30,000. The incentive is ₹10,000 per kWh on electric cars up to ₹1.50 lakh (up from ₹75,000 earlier). An incentive of ₹30,000 will be given on purchase of e-three wheeler, e-rickshaw, e-car etc. The draft policy also suggests limiting the number of petrol and diesel two-wheelers and three-wheelers in the UT every year. Four wheelers will be phased out due to limited availability of options and price range.
The policy also mentions 100% rebate on parking charges for all types of electric vehicles at parking lots operated by Chandigarh Municipal Corporation for five years. The Chandigarh Electric Vehicle Policy will also help in creating public charging infrastructure and aims to build at least 100 public charging stations in the first two years.
