AAP says BJP is trying to avoid consequences of electoral defeat, later asks Delhi government. to reveal real intent
Aam Aadmi Party (AAP) leaders staged a sit-in outside the BJP’s national headquarters here on Monday, saying the party “forced the State Election Commission” to postpone municipal elections in the capital.
Terming it “motivated by fear” and an “attempt to avoid the consequences of electoral defeat in the municipal elections”, AAP leaders said the BJP had pointed a gun at state election commissioner SK Srivastava’s head. BJP sources, on the other hand, said the AAP was “hiding its true intentions” when it came to elections to the capital’s municipalities.
BJP sources said the Centre, which was preparing to introduce a bill in the Lok Sabha regarding the amalgamation of the three municipal corporations, was in the process of reducing the existing fiscal deficit of the corporations, which was estimated to amount to Rs 16,000 crore.
“Today, BJP is scared [Delhi Chief Minister] Arvind Kejriwal. The BJP, which scared the whole country, is now scared of the Aam Aadmi Party. As a result, for the first time in the history of India, the Election Commission did not announce the date for municipal elections,” said AAP Delhi in-charge Gopal Rai.
Mr Rai said the BJP has silenced the Election Commission by placing a “gun of power” on its head.

‘Illegal sale of souls’
Rejecting AAP’s allegations, BJP sources said that despite AAP’s “grandeur” on postponing civic polls, the Delhi government’s “real motive” was not around the “spirit of democracy” but “uninterrupted and illegal killing of spirits”. around the sale. After the implementation of the new excise policy in the city
The BJP challenged the AAP to break its silence about its stand on the systemic revival of the capital’s cash-strapped and “quickly trifurcated” municipalities.
A senior BJP leader said, “Kejriwal is feeling this pain because his dream of coming to power in municipal bodies and continuing the illegal sale of liquor in urban wards, especially in non-conforming areas, has been shattered. “
“If they really had the welfare of the people at their heart, they would have been in favor of the reorganization of the city’s municipal bodies, which have been systematically implemented by the AAP government since it came to power in Delhi, as they are. ,” said the leader.
AAP’s national secretary Pankaj Gupta said that everyone knows that AAP will win the elections with a huge mandate and hence BJP does not want to hold elections.
“We all have appeared for exams in our lives. I remember close to that date when our stomach started hurting, and we could do anything to avoid writing the exam. Such is the condition of BJP and its leaders in today’s date. Now the time has come to evaluate the consequences of their blatant misgovernance in the last 5 to 15 years, all of them running away from reality with their stomach ache,” said Mr. Gupta.
BJP sources said that not only the money – which the BJP alleged that the AAP government has “deliberately” deprived the three corporations from achieving “political brownie points” – the municipal bodies are also in dire need of restructuring.
“Except East” [corporation], the other two municipal bodies have no real boundaries. The move is aimed at reducing their dependence on the Delhi government. At present, municipal corporations are autonomous bodies. They generate and operate their own revenue, from which the Delhi government deducts, but when it comes to releasing funds to them, it looks the other way,” said a BJP leader.
bailout package
Another leader said, “We have been given to understand that the Center is working on setting up an integrated MCD as well as releasing an amount of about ₹2,000 crore.”
talking to HinduA senior official of the East Delhi Municipal Corporation said a possible amalgamation of the three municipal bodies would help in clearing their liabilities. He said a “bailout package” is expected from the Centre.
“A unified civic body will not be able to clear the liabilities on its own. This will require a bail-out package as there is no other way. The integration may help the eastern part in terms of liabilities, but not in terms of development, as there may not be many senior officers deputed for this part, unlike the present situation,” the official said.
While developments around the consolidation of the three corporations are on, BJP sources said the move will ensure that the Delhi government gets minimum or zero commission from the three bodies.
The senior civic official said the Delhi government acts as a collection agent for two taxes of corporations – transfer fee for new vehicles and one-time parking fee.
“They [government] Collect 3.5% of the collection as commission from each corporation [North, South and East], Fifth Delhi Finance Commission [DFC] It is recommended to either abolish it or reduce the commission to 1%,” the official said.
“From 2012 to 2016, the fourth DFC was to be implemented, but it did not happen; Instead the recommendations of the third DFC were implemented. Hence the corporations did not get the necessary funds. Whereas we had received funds as per fifth DFC for 2016-2017 Till 2021, it did not take into account the fund gap, which was caused due to non-implementation of the fourth DFC,” the official said.
