Gurugram Deputy Commissioner Nishant Kumar Yadav said, “A special investigation team has been constituted and it will probe the allegations of negligence. The rescue operation is on.”

The dining room floor of the sixth-floor apartment at Chintels Paradiso Housing Complex in Sector 109 was the first to come down, causing the ceilings and floors to fall straight down to the first floor, officials said.

Teams of National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) are carrying out rescue operations. An earth-moving machine and a fire brigade vehicle have been deployed along with an elevated platform.

Deputy Commissioner Yadav told reporters on Thursday that construction work was going on on the sixth floor when the floor fell.

He said the third to sixth floors of the building were vacant and people were living on the first and second floors.

Local residents have said that Tower D, a part of which collapsed, was built in 2018. There are three other towers in the complex. The 18-storey Tower D has a four bedroom apartment.

The housing complex management has blamed the disaster on “negligence” during repairs for the “extremely unfortunate incident”.

“In preliminary investigation, we have come to know that the incident took place due to some negligence in the repair work in an apartment by the contractor,” it said while expressing condolences to the “affected families”. The management said that it is cooperating fully with the authorities.
