D&N Haveli floats tender for outsourcing GSDP estimation

The union territories of Dadra and Nagar Haveli and Daman and Diu have stunned the country’s statistical community by floating a tender for outsourcing the calculation of its Gross State Domestic Product (GSDP).

The UT administration invited bids for the calculation of GSDP in a public notice by director of planning and statistics, Karanjit Vadodaria, on December 27. The notice said, “The Director, Planning & Statistics, Daman, on behalf of the President of India invites RFP (Request for Proposal) in 2 bid system through e-tendering.” Bids can be submitted till January 19.

Private and government universities as well as institutions such as the National Council of Applied Economic Research and the National Institute of Public Finance and Policy, and central training institutes such as the Lal Bahadur Shastri National Academy of Administration can bid. To qualify, bidders must have at least five employees, at least two with PhDs in economics or statistics, and the ability to successfully calculate the GSDP of at least one state or union territory in India. Must have experience.

An official attached to the National Statistical Office (NSO) for estimating the GSDP said: “I wonder why the union territory did not think of approaching the NSO, the IMF or the World Bank to design an estimation framework. and can be used to help establish … outsourcing a major government function is unheard of even in small African countries.” The official declined to be named.

The bids will be evaluated for “Experience, Research work, Survey, Policy making skills”.

Data collection and evaluation will have to be done over three months, from April to June. Sector-wise GSDP will be calculated at current and constant prices in July and August, using the “latest available method”. The calculations will be for 2015-16, 2017-18, 2019-20 and 2021-22.

The selected bidder will have to calculate the growth rate, GSDP to GDP ratio, per capita income and “consumption of gross fixed capital formation” for all the three districts.

An email sent to Vadodaria on Monday seeking comment remained unanswered at the time of publication.
