Talking to Theprint, Wahid Para said for the first time, empirical data was returned ,Growing fear, Among the people of Jammu and Kashmir. ,Questions are: Who are these people, and on what basis they have Was given Certificate, especially when there was no elected local government?, He said.
In addition, a non-state theme with an exemption certificate can now apply for government jobs, compete to local youth. Along with their dominance certificates, students from other states can also be admitted to educational institutions and can sit for professional examinations in UT. Certificate also gives the right to buy property in J&K.
Wahid Para called the domicile certificate and the process of their rollback to investigate. ,Eighty thousand people equals an election constituency. It is going to change demographics, affects the delimitation process, and eventually, changes the political and electoral realities of Jammu and Kashmir,, He said.
He further alleged that Kashmiris were being done ,Systematically dissatisfied, From jobs and entrances, and their access to land and minerals, while everything was happening ,Handed to outsiderS”. ,we are Being reduced For non-viewers in our motherland,, He said, saying that outsiders were rapidly occupying the positions established in institutions. UT Youth.
Para said, citing increasing resentment among the students, said, ,The children of Bihar and Up are getting admission in GMC (Government Medical College) and NIT (National Institute of Technology), while our students are left behind. Post-Article 370
Dogra ruler Maharaja Hari Singh enacted state subject laws in 1927 to ban the rights of employment in the government and non-state individuals in Jammu and Kashmir.
The release of the horrific certificates on a large scale follows the cancellation of Article 370 by the Bharatiya Janata Party -led Center, which snatches its special position and the area of unique permanent resident laws.
In May 2020, the J&K administration reported new rules under the Advocate Certificate (Procedure) Rules of 2020 J&K grant, which effectively defines the eligibility criteria for permanent residence.
Under the new rules, any Indian who lives in J&K for 15 years, studied for seven years or appeared for class 10 or 12 examinations in the central region. Central government officials, armed forces personnel and other people posted in Jammu and Kashmir are also eligible.
The new rules opened the door for groups already excluded, such as West Pakistan refugees, ,Cleaning karmachariS, And the children of women married outside the area, applied for domicile.
However, the downfall of the rules has not been all positive.
‘PRessure on local youtH ‘
Kanwal Singh, a political analyst in Jammu, highlighted the growing concerns among the original youth, especially in front of chronic unemployment and limited economic opportunities.
“TeaThere are no major industries here. Unlike Delhi or Gurugram, we do not have a private sector. For most of the youth in Jammu and Kashmir, the only viable employment option is a government work. And now, with more than 83,000 non-locals to apply for those jobs, the pressure on local youth is immense,, Singh told Theprint.
He questioned the lack of transparency in government figures on issuing the gathering certificate, stating that the people of J&K were in darkness who were becoming a permanent resident.
“WHere they are, how old they are, or which field they belong to. There is a large number of areas like 83,000 J&K,, He said.
Referring to a 2018 survey under the governorship of Satya Pal Malik, Singh said that more than two lakh postgraduate unemployed in Jammu and Kashmir were pre-political. ,After the cancellation of Article 370, Lockdown and Kovid -19, employment prospects only deteriorated. These numbers have not improved. Therefore, naturally, people feel,, He said.
Like Para, Singh warned of a shifting demographic pattern, especially in Jammu, which he said ,Entry point, J&K from neighboring states like Punjab and Haryana. He said that Jammu can see the first wave of settlement. ,Already, you see the small colonies of workers of UP and Bihar establishing markets and communities in Jammu,, Singh said, saying that Jammu has always been cosmopolitan, ,But the inflax rate can now stress its infrastructure and resourcesS”.

‘LONG-period resultS’
Both para and lion fear that issuing large -scale domicile certificates may also be long -term results of the field Political representation and social stability.
“lAdakh was taken [from J&K and is currently a separate Union Territory]The delimitation has already slant the political load. Now, outsiders were added to the electoral rolls, our voice will weaken. They are beating us and abandoning our ability in the name of development and integration,, Para said.
The ruling national conference in the central region also flagged off problems while advocating the entire state.
Talking to Theprint, NC leader Tanveer Sadiq said, ,This is neither a policy that we support nor is there any situation that we support. This is a direct result of laws imposed on Jammu and Kashmir which fails to continuously reflect or serve the interests of their people.,
“WMany states across India continue to maintain their dominance security, J&K has been taken away from such security measures. This pattern of disregard demands serious review, which can only begin after the restoration of the entire state,, He said.
Sonu Singh, a social worker and Katra village sarpanch, told the man, that the local youth was harassing.
“I My house will talk exclusively about Katra. There are about 600 voters under our panchayat. At least 30 voters are from outside,, He said. ,Recently, we found a list of jobs; Most of the jobs went to people with dominance certificates, which create competition between our children and children from outside. None of our children got a job. Every priest rented in Mata Vaishno Devi temple is from other parts of India. In J&K, we have our pundits, who were abandoned.,
“OUr children did not have much consideration about CBSE schools. But children who come from outside and take entry here are well aware of it. People from outside have started buying land here, and even our jobs are going to outsiders. Our entire system is now ruined. People were already unemployed, and now anyone who has lived in J&K for 15 years can get an dominance certificate,, he explained.
Exposing the limited resources of the center region, he indicated strict circumstances to the locals.
FThe Eutine Year is nothing. One can work in a place for 15 years, but this does not mean that they will get dominance. If they get all the facilities, what will we get? We are facing excessive problems because of this [change]Our children do not have jobs because children from Delhi and Bombay are receiving them,
