Kabul: The leader of an Afghan opposition group opposing Taliban forces in the Panjshir Valley, north of Kabul, said on Sunday that he welcomed proposals from religious scholars for a negotiated settlement to end the fighting.
“The NRF agrees to resolve the existing problems in principle and to end the fighting immediately and to continue talks,” Masood said in a Facebook post.
“For lasting peace, the NRF is ready to stop fighting on the condition that the Taliban cease their attacks and military activities on Panjshir and Andrab,” he said, referring to a district in the neighboring province of Baglan.
Earlier, Afghan media outlets reported that a ulema council of religious scholars had called on the Taliban to accept a settlement agreement to end the fighting in Panjshir. There was no immediate reaction from the Taliban.
Masood, who leads a force made up of the remains of local militia fighters along with units of the regular Afghan army and special forces, called for a negotiated settlement with the Taliban before fighting began about a week ago.
There were several attempts at negotiations but they eventually broke down, with each side blaming the other for their failure. Taliban spokesman Bilal Karimi said earlier on Sunday that his forces had fought their way in the provincial capital Bazarak and had seized a large amount of arms and ammunition.

Masood said the resistance in Panjshir and the women’s rights protests by women in Afghanistan indicate that people never give up when they stand up for their legitimate rights, Khama News reported.

Masood wrote in his Facebook post that the people of Afghanistan never tire of resistance and fight for their rights and will strive for a developed and independent Afghanistan.

Masood and Amrullah Saleh were reported to have fled to Tajikistan after heavy fighting between Taliban and resistance forces in Panjshir, but a video clip later said they were still in the province.
The former vice president and one of the commanders of the Panjshir resistance accused the Taliban of denying humanitarian aid to the province.
He asked the United Nations to watch the situation closely and put pressure on the Taliban to allow humanitarian aid to the province.
