All transport vehicles will have to obtain mandatory fitness certificates only from automated testing stations from next year.

The Ministry of Road Transport and Highways (MoRTH) issued a notification today amending the Central Motor Vehicles Rules, 1989 and making it mandatory for transport vehicles to obtain a fitness certificate only through a registered Automated Testing Station (ATS) Gone. All transport vehicles will have to obtain mandatory fitness certificates only from automated testing stations from next year. ATS will provide fitness certificate for two years for vehicles up to 8 years and one year for vehicles older than 8 years.

As per the notification, such verification will become mandatory from April 1, 2023 for heavy goods vehicles/heavy passenger motor vehicles and from June 1, 2024 for medium goods vehicles/medium passenger motor vehicles and light motor vehicles (transport). The ministry had earlier issued a draft notification proposing changes in the rules and had given 30 days for stakeholder consultation and objections or suggestions before issuing the final notification.

It will be effective from 1st April 2023 for Heavy Goods Vehicles/Heavy Passenger Motor Vehicles and from 1st June 2024 for Medium Goods Vehicles/Medium Passenger Motor Vehicles and Light Motor Vehicles (Transport).

An Automated Testing Station (ATS) uses mechanical equipment to automate the various tests required to check the fitness of the vehicle. The requirement will be implemented in a phased manner. Last year, the ministry said entities such as special purpose vehicles, state governments, companies, associations and bodies of individuals may be allowed to open ATS for testing the fitness of both personal and transport vehicles. The fitness test for personal vehicles (non-transport) is done at the time of renewal of registration (after 15 years).
