Gurugram: Unveil His first annual budget on Monday, Haryana Chief Minister Naib Singh Saini announced the introduction of a ‘Future Department’ for the purpose of preparing the state for economic, technical and environmental challenges.
The department is to serve Haryana as a strategic think tank of Haryana to analyze global trends, forecast risks and ensure continuous increase. It will focus on major areas, such as preparation of climate change, artificial intelligence, automation and economic flexibility, Haryana push for adoption, and integrating robotics and emerging technologies with governance and industry.
The total outlay in the budget of Haryana for FY 2025-26 is Rs 2,05,017.29 crore, which marks an increase of 13.7 percent from the previous financial year, 72.4 percent for revenue expenditure and 27.6 percent for capital expenditure.

The fiscal deficit is estimated at 2.67 percent of the GDP, which is well -built within a three per cent limit under the fiscal responsibility and the Budget Management (FRBM) Act.
The revenue deficit is estimated at 1.53 percent of the GSDP, while the loan-to-GSDP ratio is 26.18 percent, reflecting Haryana’s financial stability. Revenue receipts can increase by 13.49 percent to Rs 1,27,816.84 crore.
This year’s fiscal deficit projection is less than 2.77 percent of budget estimates, and 2.68 in revised budget estimates for FY 2024-25. According to budget estimates and revised estimates for the previous financial year, this time the revenue deficit is more than 1.47 percent in the previous year.

Major announcements
The Chief Minister has announced the Haryana AI Mission, for which the World Bank has assured to assist more than Rs 474 crore “. He said, “Under this mission, a hub each will be installed in Gurugram and Panchkula. We will train 50,000 youth in modern technologies. ,
Additionally, Saini announced a provision of Rs 5000 crore for the Lado Laxmi Yojana-the promise of a pre-election by the Bharatiya Janata Party-Rs 2,100 per month will be given to women.
Saying that the allocation to meet the expenses required for the scheme is very small, former Chief Minister and Congress leader Bhupinder Singh Hooda questioned the norms of the scheme. In response, Saini said that Rs 5,000 crore is just an initial allocation and that the fund will continue to grow over time.
To address the issue of drug addiction, Saini has announced the establishment of a new authority called Sankalp (drug abuse and drug knowledge awareness and liberation program Authority), which will work in close coordination with various departments and will find active social participation to eliminate both demands and supplies.
By promoting the initiative of awareness and rehabilitation, the body will also play an important role in guiding young people for responsible and sustainable development. To support its operation, the government has allocated Rs 10 crore as an initial fund.
Saini also emphasized the government’s determination to curb illegal stay by the youth through the ‘Dunky’ route for countries like America. He said that the Haryana government would introduce a new bill in the Assembly, which was aimed at breaking up on illegal migration network, to ensure that the youth of Haryana do not hunt unsecured and fraudulent immigration practices.
In addition, the government will strengthen the Haryana Foreign Employment Cell and Haryana Kaushal Rosagar Nigam, both are working under the Foreign Cooperation Department to provide a safe and legal route for the youth for global employment opportunities.
In addition, national and international athletes will get free insurance coverage of up to Rs 20 lakh, in which the government supports premium costs. The Chief Minister also announced that Hisar Airport would soon have flight services to Ayodhya, Jaipur, Chandigarh, Ahmedabad and Jammu. To improve urban infrastructure, multi-level parking facilities will be developed in many cities. A new metro line will be planned for Gurugram.
In the field of education, female students, graduates in science and engineering or pursuing post-graduation, will get an annual scholarship of Rs 1 lakh. Under Kalpana Chawla Scholarship Scheme.
Addressing employment concerns, Saini confirmed that Mission was launched this year under Haryana -2047, 50 lakh youth would be provided jobs.
Allocation to various departments
The Department of Skill Development and Entrepreneurship has received a significant allocation of Rs 1,372.1 crore with the aim of increasing vocational training programs and employment-oriented initiatives. The government has planned to encourage start-ups and self-employment schemes, promoting the culture of entrepreneurship in Haryana.
The education sector has been given Rs 22,312.46 crore, which has been emphasized on improving the infrastructure of the school, providing digital teaching equipment and providing scholarships to meritorious students. To increase healthcare services, Rs 10,539.96 crore has been allocated to focus on strengthening rural medical infrastructure and focusing on increasing access to quality health facilities.
Agriculture and rural development remains a priority with a outlay of Rs 7,600.37 crore to support irrigation, modern agricultural techniques and crop diversification.
Special emphasis has been laid on organic and durable farming, and farmers have been encouraged to adopt environmentally friendly practices that improve soil fertility and yield. In addition, the government has proposed a new set of irrigation projects to ensure water availability for farmers across the state.
Infrastructure development has also received a major push, which has Rs 4,830.73 crore for the Public Works Department for roads, bridges and connectivity projects.
The government has planned significant investment in renewable energy projects to reduce the state’s dependence on clean energy sources, reducing environmental decline. Water conservation initiatives are also part of long -term infrastructure strategy to ensure efficient use and management of water resources.
