But the High Court dismissed these concerns, emphasizing that a multi-level parking facility was planned by the Haryana Shehar Development Authority (HSVP) to reduce traffic issues. In its detailed judgment, the bench said that under Article 19 (1) (G) of the Constitution of India, the right to practice a profession or business as a guarantee could not be closed without adequate evidence of damage to the rights of others.
