Who controls the land?
The 400 -acre patch under consideration is part of about 2,500 acres of land allotted to the University of Hyderabad, also known as Hyderabad Central University, established by an Act of Parliament in 1974, by the then undivided Andhra Pradesh Government. Then a remote region, about 20 km from Central Hyderabad, is now at the center of the financial district of Hyderabad.
Survey number 25 in Kancha Gachibovali village of serlingmali division in Ranga Reddy district has been highly sought after the 400 -acre area, after IT and corporate development, and after the development of real estate in the area in the last two decades. The patch is surrounded by the university and the International Institute of Institute Institute, and the Indian School of Business, and on the other in technical giants complexes such as Microsoft.
In January 2004, after successfully hosting the 2003 Ephro-Asian Games at the nearby Gachibovli Sports Complex, the then Chandrababu Naidu-led government had allocated these 400 acres to the IMG Academies Bharat Private Limited for the development of sports facilities.
However, in November 2006, Naidu’s successor YS Rajashekhara Reddy canceled the allocation to IMG for not starting the project. The land was then allocated to the State Youth Program, Tourism and Culture Department.
The IMG challenged the cancellation in the High Court and after coming to power in December 2023, the Revantha Reddy government dragged the legal battle until the matter is strictly carried forward. In March 2024, the Telangana High Court ordered the government.
The IMG then transferred the Supreme Court, which also rejected the petition in May last year. In compliance with the court order, the Chief Minister’s Office officials said, the Telangana government captured a 400 -acre patch.
Officials said in June 2024, Telangana Industrial Infrastructure Corporation (TGIIC) proposed to allocate these 400 acres of land to establish it and other projects.
What does Telangana government say
On Monday, State Revenue Minister Pongulati Srinivas Reddy said that the state government has complete ownership of the patch. He said, “We have occupied the land, won the legal cases in the High Court and the Supreme Court. Even an inch belongs to the HCU. Any protests or disputes will be contempt of court,” he said.
Deputy Chief Minister Mallu Bhatti Vikramark, an alumnus of an HCU, said on Tuesday that the university is under the assumption that the land is under its right. “When the TDP government gave 400 acres of land to a private firm, 397 acres of land was allotted to the university on the other side in Gopanpali.”
Talking to media individuals, along with another university’s alum, IT and Industry Minister Sridhar Babu, Bhatti said that the government has all evidence of agreements signed between revenue officials and the then university registrar. Sridhar Babu said that the auction and development would not affect the ecosystem – sightseeing peacock lakes and mushrooms will continue to reach these places to these places.
The ministers accused the opposition parties, especially the BRS, spreading old pictures of a dead deer, and spreading misinformation to confuse the students.
TGIIC and CMO officials said the revenue records “clearly show that 400 acres of land is not forest land”, even the BJP has claimed that the state government is auctioning the land under the forest area.
Officials said in July 2024, a survey was conducted by TGIIC with the consent of the university registrar, with the 400 -acre patch university for border demarcation. “After the survey conducted in the presence of the university registrar, the executive engineer of the university, the revenue inspector, divisional surveyor and other officials, the boundaries were finalized on July 19, 2024,” said an official.
What students and protesters of university say
Despite validity and ownership, the protesters demand that the land be left untouched, as it is home to deer, python, peacock, horses, wild boar and other organisms, mass rock formations and water bodies, and provide fresh air breath in the IT corridor.
Since the university is recognized as an institution obtained – it is expanding, the HCU community highlights the loss of land.
Current and alumni, and teachers say that later governments took out land pockets for various projects, such as IIIT, Gachibovali Stadium, HCU bus depot, a power station, a school and a shooting range. A student said, “Now, these 400 acres, which we see in an integral manner of our premises, are also being caught.”
For the last two-three days, students are protesting. On Sunday, he tried to disrupt the Prithvi Movers that level the land amid heavy police cover. About 50 students, including several women and some offices of the university student union, were taken into custody.
On Tuesday, after Yugadi and Eid holidays, students boycotted classes and staged protests in the university administration block. The student union launched an indefinite strike, accusing the university administration of “the students of cheating students” by allowing students to be betrayed and to stop the brutal police in protest against the students.
Students are demanding immediate removal of police and bulldozers with a written assurance that the university will take steps to ensure that the land is registered under its name.

What does university say
Facing pressure, University Registrar Devesh Nigam issued a statement on Monday, in which claims of survey and border demarcation of the government and TGIIC were disputed. Nigam said, “No survey was conducted by Revenue Officers in the university campus to demarcate 400 acres of land taken by the state government for IMG academies in 2006 in the university campus in July 2024.
“Any transfer of the land allocated to the university can occur with the formal consent of the Executive Council of the university, which is in accordance with the section 13 of the law (IX), including the six nominated persons appointed by the President of India, in the capacity of the university’s visitor,” said in the statement.
Saying that the only action so far in the knowledge of the university has been an initial inspection of the topography of the land, the registrar said that the university, in its Golden Jubilee Year, is requesting the Telangana government to separate its land. “We request the government to conserve the environment and biodiversity in the region.”
What does the opposition say
On Tuesday, Telangana police detained some BJP leaders, including MLAs Payal Shankar and Dhanpal Suryanarayan GuptaThose who were proceeding to the university to join the students.
