Kerala Chief Minister Pinarayi Vijayan on Sunday said the cooperative sector is a great option in modern times, but laws framed by the central government show a “united effort” to decriminalize the sector. Vijayan, while inaugurating the 68th All India Cooperative Week, said the central government was trying to manipulate the federal principles of the cooperative sector.
He said the Center was trying to “throttle the cooperative sector through irrational laws”. “The co-operative sector is a great option in modern times… However, the central law also shows signs of a concerted effort to eliminate the co-operative sector. The operative sector itself. It (the central government) is trying to manipulate it in this way. Which completely violates the federal principles of the cooperative sector,” Vijayan said in his virtual address.
The CM said that like Damocles Talwar, many provisions of the Income Tax Act still hang on the cooperative sector. The Left government sees the cooperative sector as an alternative to globalisation.
“The Cooperative Week is being organized at a time when the sector is facing various challenges such as demonetisation, post-COVID slowdown and planned steps to destroy the cooperative sector,” he added. .
Vijayan said that the co-operative sector is able to intervene in banking solutions as per the needs of the people. Services have been extended door-to-door, welfare pensions have been extended to homes and the cooperative sector has undertaken several projects for the people during the flood and pandemic season. He also criticized an alleged campaign against cooperatives during demonetisation, saying it was a safe haven for black money.
“Even with RBI’s licence, the district co-operative societies were denied permission to exchange currencies. The banking sector, on which the common man depended, was isolated and humiliated. Yet the cooperative sector survived and revived,” Vijayan said.
Earlier this year, the central government created a cooperative ministry, which political parties in Kerala termed as an “infiltrator” of the country’s federalism as the region falls under a state subject as per the Constitution.
