The Ministry of Home Affairs (MHA) has designated Hafiz Talha Saeed, son of Pakistan-based terror outfit Lashkar-e-Taiba (LeT) chief Hafiz Mohammad Saeed, as a “terrorist” under the Unlawful (Activities) Prevention Act. UAPA). There are total 32 designated terrorists in the country so far.

The Lashkar-e-Taiba chief was the first of four to be declared a terrorist under the amended UAPA law in 2019.

The Act, amended in 1967, empowered the MHA to designate individuals as terrorists, earlier this provision was applicable only to terror organizations or groups, but not to individuals.

In a gazette notification on April 8, the MHA said, “Hafiz Talha Saeed has been actively involved in the recruitment, fundraising, planning and execution of attacks by Lashkar-e-Taiba in India and Indian interests in Afghanistan” and that ” Actively visiting various Lashkar centers across Pakistan”. and during the preaching of his sermons jihad Against Indian interests in India, Israel, the United States and other Western countries.

The notification said Talha Saeed, born on October 25, 1975, is a resident of Lahore, Pakistan, is a senior leader of Lashkar and heads the cleric wing of the banned terror outfit.

The notification said that the UAPA has been enacted for more effective prevention of certain unlawful activities of associations and individuals and to combat terrorist activities and clause (a) of sub-section (1) of section 35 of the said Act. Provides power to the centre. The Government shall notify the name of any person in the Fourth Schedule to the said Act, if it believes that he is involved in terrorism.

The notification states that Lashkar-e-Taiba is listed as a terrorist organization under the First Schedule of the said Act and “the Central Government is of the view that Hafiz Talha Saeed is involved in terrorism and Hafiz Talha Saeed should be notified as terrorist under the above. Take action.”

Hafiz Saeed was designated as an individual terrorist for his involvement in four cases: Red Fort attack (2000), Rampur attack (2008), 26/11 Mumbai attack (2008) and BSF in Udhampur, Jammu and Kashmir. Attack on the convoy (2015).
