New Delhi : Two days after the Central Bureau of Investigation (CBI) raided Delhi Deputy Chief Minister Manish Sisodia’s residence and 21 other places in Delhi-NCR and 7 other states and registered an FIR listing 15 people including Sisodia in connection with Delhi Excise Went. In the Niti ‘corruption’ case, the probe agency had indicated that they would issue a lookout circular for Manish Sisodia.
What is Look Out Circular?
A government investigative agency may issue a Look Out Circular (LOC), a letter used by authorities to check whether a person traveling abroad is ‘wanted’ by the police or any agency. The circular can be used in immigration checks at international borders.
One LOC IIt is often issued to ensure that a person absconding or wanted by law enforcement agencies does not leave the country. It is mostly used at immigration checkpoints by the immigration branch at international airports and seaports.
Thus, any person in whose name the LoC has been issued is barred from traveling outside the country as he is ‘desired’ by the law enforcement agencies of the country.
How is LOC imposed?
In the LoC, the agencies concerned notify the Bureau of Immigration (BoI) about a person who may leave the country without informing the law enforcement agencies. The BoI then updates the list of LOCs to its officials at immigration checkpoints at international airports and seaports.
There are certain categories of LOC such as where there is a complete ban on a person going out of the country and in some categories he can go, but only after taking proper permission and informing the concerned law enforcement agency.
Look out circular against Manish Sisodia, 14 others?
The Central Bureau of Investigation (CBI) recently said that a look out circular has been issued against him. Delhi Deputy CM Manish Sisodia and 14 others mentioned in the FIR, “are in process, not yet released”, reported the news agency. ANI,

What is the Delhi Excise Policy Controversy?
A report on 8 July by the Chief Secretary of Delhi established prima facie violations of the GNCTD Act 1991, Transactions of Business Rules (TOBR) 1993, Delhi Excise Act 2009 and Delhi Excise Rules 2010.
The excise policy handed over the sale of liquor to private players and closed all government-run liquor shops.
The Chief Secretary’s report indicated substantial financial gains at the top political level and the Delhi Excise Policy was implemented with the sole objective of taking the private liquor businessmen to the highest rung of the government, Manish Sisodia for financial gain.
Sisodia, who is in charge of the excise department, is believed to have executed the decisions in violation of the statutory provisions of the excise policy, which could have huge financial implications. Sources had earlier claimed that such “undue financial favor” to the liquor licensees after the deadline for tendering caused huge losses to the exchequer.
