National Panchayati Raj Day 2022: Panchayat is made up of two words “panch”, meaning “five,” and “ayat”, meaning “assembly”. Therefore, Panchayati Raj refers to a type of local governance in India mostly consisting of five or more elders resolving disputes between individuals in villages. The leader of the group is known as Mukhiya, Sarpanch or Pradhan.

Structure of Panchayati Raj

Gram Panchayat, Panchayat Samiti and Zilla Parishad are the three layers of the Panchayati Raj system.

The gram panchayat is the lowest level, largely consisting of five representatives, including the sarpanch, who is elected by the villagers for a five-year term. It is accountable to the Gram Sabha, which is a group of villagers.

The second tier panchayat samiti, consisting of about 20 members, is elected by the panchayat members and is responsible for all development works under its authority, which generally covers 20-60 villages depending on the population of the area. . The President of the Panchayat Samiti is known as the Pradhan, while his deputy is known as the Up-Pradhan.

Lastly, the Zilla Parishad is the highest level of the Panchayati Raj system. It consists of representatives of Panchayat Samiti as well as district level officers of several government departments. The Zilla Parishad mainly oversees and supervises the development projects of the Panchayat Samitis which are already underway or proposed in the district. The President of the Zilla Parishad is elected from among its members.
