No new taxes in Rs 2.79-lakh-crore state budget, with 2023 Madhya Pradesh elections eyed

Amid protests by Congress MLAs, Madhya Pradesh Finance Minister Jagdish Deora on Wednesday presented an annual budget of Rs 2.79 lakh crore, with no new taxes and no hike in existing taxes.

Describing the government led by CM Shivraj Singh Chouhan as a failure, Congress MLAs stepped into the well of the House raising slogans and walked out at the end of the speech.

Meanwhile, the minister told the House that the fiscal deficit is expected to be around Rs 55,111 crore and dearness allowance has been increased to 31% from the current 20%.

A total of 11 new industrial clusters will create 11,000 new jobs, the minister said.

Expressing commitment to the farmers, the Minister said that the state would introduce cow welfare scheme and Geographical Indication tag for the crops. Along with crop insurance, power subsidy of Rs 21,000 crore and other schemes, the state has offered Rs 1.72 lakh crore to farmers, the minister said. “In addition to improving the existing roads, we plan to build 4,584 km of new roads.”

Announcing the Global Skill Park, the Finance Minister said that 13,000 teachers would be appointed in the state. Under the first phase of CM RISE scheme, 360 schools with a plan outlay of Rs 7,000 crore will be opened. A budget of Rs 12.47 crore has been set aside to promote virtual learning in government schools.

Ujjain will get medical device park, while Shahdol, Sagar, Shajapur and Ujjain will get solar plants. The power sector has got a budgetary provision of Rs 2,500 crore, while the minister claimed that work on the Atal Pragati Path in Chambal region has started.

A total of 217 charging stations for e-vehicles will be set up at Bhopal, Gwalior, Jabalpur and Indore. The health sector has got a budget allocation of Rs 13,642 crore.

The minister said that 2,035 MBBS seats in government medical colleges will be increased to 3,250, while soon 22 government medical colleges will start functioning in the state, the minister said, adding that government doctors are also giving online counseling.

A total of Rs 27,792 crore has been allocated for a separate children’s budget. Appreciating the Ladli Laxmi scheme, the Minister said that the state has an encouraging sex ratio of 956 girls against 1,000 boys.

the minister said state Hosting the ‘Khelo India Youth Games’, Bhopal will get a shooting and rowing centre, while Gwalior will get the status of a center of excellence for a hockey academy. Bhopal will also get a World Class Sports Center at Barkheda Nathu.

Home Minister Dr Narottam Mishra targeted the opposition commotion “They don’t know when to listen and when to protest,” he said during the budget speech.

Congress MLA Kamleshwar Patel accused the state government of presenting a bundle of lies in the budget. Liquor is easily available now and cows are dying. He said lakhs of youth are unemployed and the state is mired in arrears.

Among other things, capital expenditure has been balanced with fiscal consolidation. Animesh Jain, President, CII Madhya Pradesh said in a statement, “The investment-led growth initiative will encourage private participation in the future, especially in the EV sector. The new industrial park will usher in a virtuous cycle of investment, demand and jobs in motion.

All India Confederation of Industry (CAIT) MP chief Bhupendra Jain said the budget failed to present any interesting prospects for the industry and commerce sector. The PM Swarozgar Yojana has been discontinued, while the desired measures for the new cluster are lacking. Only Rs 200 crore has been provided to the MSME sector, which shows that this sector is the last priority.
