New Delhi: Appreciating the success of Operation Sindoor at a meeting of Operations Sindoor at a meeting of Operations Sindoor at a meeting of more than three dozen states and center regions, and with lieutenant governors, and at the meeting of Saturday’s 10th Governing Council, Prime Minister Narendra Modi said that it is an approach that Vikasat India (developed India) needs to be achieved by 2047.
Addressing the meeting, the PM said, “The strength of Team India shown in Operation Sindoor will also be the same feature that will enable India to achieve the goals of Vicky India.”
The Governing Council is the top body of Niti Aayog and includes CMs of all states, centers of L-GS, PM, cabinet ministers and top central government officials. It meets once a year. The theme of this year is ‘Wikit India for Developed State (developed state for developed India) @2047’.
However, supporting Operation Sindoor, CM of opposition states including Tamil Nadu, Punjab and Himachal Pradesh raised the issues of insufficient sharing of resources by the Center and how it goes against the principle of cooperative federalism. Five cm from opposition ruled states, five-cm- West Bengal (Mamta Banerjee), Kerala (Pinarayi Vijayan) and Karnataka (Siddaramaiah) attended Saturday’s meeting. N. Rangwami, CM of Puducherry, Nitish Kumar of Bihar also did not attend.
Speaking at the Governing Council meeting, Tamil Nadu CM MK Stalin said, “It is not ideal for states in federal democracy like India to struggle, argue, or get money because of them. It hinder the development of both state and country.”
Stalin increased the share of revenue tax revenue by 50 percent. He said that the 15th Finance Commission had recommended that 41 percent of the divisible tax be shared with the revenue states. In the last four years, he claimed, only 33.16 percent of the central government’s gross tax revenue was shared.
Stalin also raised the issue of the decision of the center to withdraw the state’s funds under the Samagra Shikha campaign after Tamil Nadu refused to sign a memorandum with the Center to implement his flagship PM schools for the Rising India Scheme.
Punjab CM Bhagwant Mann raised the issue of water and said that there is not enough water to share with neighboring Haryana in his state.
Punjab and Haryana are involved in the controversy over water sharing from Bhakra-Nangal Dam.
Himachal Pradesh CM Sukhwinder Singh Sukhu also talked about the pending central arrears for the state. Sukhu said that hilly states like Himachal should make high allocation of money.
‘Operation vermilion has to be converted into social power’
This was the first time after Operation Sindoor that PM Modi interacted with CMS and L-GS of all states and UTS under one roof. Except West Bengal CM Mamata Banerjee, N Rangasami of Puducherry, Siddaramaiah of Karnataka, Pinarai Vijayan of Kerala and Nitish Kumar of Bihar, all attended the Saturday meeting.
Addressing a press briefing in the evening, CEO BVR Subrahmanyam of Niti Aayog said that most CMs who did not attend the meeting, either either pre -busted or were not well. But he reiterated that there was a lot of positivity around.
“Operation was a regret and anger over what happened in vermilion and regrets and pelgom. It was a general subject in the meeting … solidarity was the same, whether a particular ideology or party orientation, despite,” Subrahmanyam said.
The PM said that Operation Sindoor is not just a demonstration of the strength of the army. “… it has to be converted into social strength. The society came out and supported our action. Similarly, Vikit India is not the idea of a Chief Minister or any person or any person in any system … It is to be converted into people’s movement,” the PM said.

He said that Vikati Bharat should be the goal of every Indian. “When every state is Vikasit, Bharata will be developed. It is the aspiration of its 140 crore citizens.”
Modi said that India should focus on a goal: “We should have the purpose of making every state Vikasit, each city Vikasit, each municipal Vikasit and each village Vikit. If we work on these lines, we will not have to wait till 2047 to become a wiking India.”
At the meeting, the Chief Ministers performed about the vision plans for their respective states. Andhra Pradesh CM Chandrababu Naidu and NDA colleagues formed three concentrated sub-groups for rapid track progress towards Vacit India by 2047.
Chhattisgarh CM Vishnu Dev Sai underlined the state’s bold long -term development vision to convert the state to an economy of Rs 75 lakh crore by 2047. As part of this long -term development agenda, the government has prepared a comprehensive strategy called ‘Chhattisgarh Anjor Vision Document’, which integrates integrated schemes for economic development, social progress.
