AAn unbiased and competitive assessment of the performance of 10 small states of India is a task fraught with great difficulty. The diversity in geography and strategic importance adds more challenges to the process. If Delhi is the capital of India then Goa is the most attractive tourist destination of the country. To the south, Puducherry, with its quaint charm and natural beauty, holds its own charms. At the other end of the spectrum are the seven northeastern states, where—except Assam—due to their distance from the mainstream and political apathy, economic progress was delayed.
