PM inaugurates 3,024 newly constructed flats belonging to Economically Weaker Section-category in Delhi

The cost of construction of each flat allotted Wednesday to eligible families under the in-situ rehabilitation of landless camp slum dwellers in New Delhi is about Rs 11.41 lakh, and beneficiaries are paying “only 10 per cent” of that amount. , said the DDA.
The urban body also stated that the allotment is “on lease basis with a lock-in period of 10 years”, i.e., the property is not transferable by the allottee for a period of 10 years.
Prime Minister Narendra Modi on Wednesday inaugurated 3,024 newly constructed flats belonging to the Economically Weaker Section-category in Delhi as part of the in situ slum rehabilitation project.
As per the information provided by the Delhi Development Authority (DDA), the Bhumihin camp project is part of the first phase of the Kalkaji In Situ Rehabilitation Project run by the DDA, which is Delhi’s first large-scale in situ rehabilitation project.
The first phase is spread over an area of 3.068 hectares.
The DDA said that the eligible JJ residents of landless camps (on 2.046 hectares of land) would be rehabilitated in these flats.
The stilts are level plus four building blocks consisting of a 14-storey reinforced cement concrete or RCC-framed structure. Each flat is of carpet area of 25 square meters having two rooms, kitchen, toilet and bathroom with all civic amenities. The flat is furnished with vitrified floor tiles, ceramic tiles, Udaipur green marble counter in the kitchen.
The cost of construction of each flat is approximately Rs 11.41 lakh, which does not include the cost of the land.
The DDA is allotting these flats at a symbolic contribution of Rs 1.42 lakh, which includes maintenance cost of Rs 30,000 for five years. Beneficiaries are paying only 10 per cent of the cost of construction. The rest of the cost has been borne by DDA.
An amount of Rs 345 crore has been spent for the construction of 3,024 flats.
In addition, the allottees “have to take individual water and electricity connections from the Electricity Company (BSES) and Delhi Jal Board, and they can take advantage of the Delhi government’s subsidy scheme,” the DDA said.
A senior DDA official said, “Today, we have provided possession letter along with NOC to all 575 families who have completed all the formalities. They can use that NOC to apply for water and electricity connection in their name. can.”
There were 2,891 families (JJ families) in the landless camp. At the same time, 1,862 families have been found eligible. The remaining were found “not eligible for rehabilitation as per the eligibility policy of the DDA,” it said.
However, to address the grievances of such persons found ineligible by the Eligibility Determination Committee (EDC), an Appellate Authority has been constituted by the DDA under the retired Additional District and Sessions Judge along with other members and the aggrieved slum- the official said. Said residents can file an appeal against the EDC’s decision.
So far, full payment has been received from one thousand families. He said that the documents required for issuance of possession letter are being completed.
The valid documents include, water and electricity bills, Aadhar card showing their place of residence in the camp, and the cut-off period we have given is January 1, 2015, the official said.
Among the facilities, a dedicated STP (Sewage Treatment Plant) and dual pipeline facility are throughout the complex. And, the treated water is to be used in toilets for flushing or gardening purposes, it said.
A space of 1,000 square meters has been earmarked for the development of a facilitation centre. In a statement, the urban body said that the center will be developed to provide required level of services and community facilities to the residents, such as health care community halls, ‘Basti Vikas Kendra’, police post ‘Anganwadi’, retail outlets and religious places, the urban body said in a statement.
Other public facilities include community parks (‘tot-lots’), dedicated electric sub-stations, lifts, underground reservoirs for clean water supply.
A plot is being made available for a senior secondary school (2,000 sq m) and a primary school (800 sq m).
Once the encroachment site of the landless camp is vacated after rehabilitation under Phase-I, the vacant land and the encroached land by the remaining two JJ groups, namely Jawaharlal Camp and Navjeevan Camp, will be used for rehabilitation of the remaining two groups under the PPP project. According to the 2011 census, 10.63 percent of the population lives in slums, which occupy only 0.5 percent of the city’s area. A survey by the Delhi Urban Shelter Improvement Board (DUSIB) shows that there are 675 identified Jhuggi Jhopri (JJ) clusters in Delhi.
According to an estimate about 1.72 lakh families (families) are residing in these (376) clusters. The residents of these groups live in unhygienic and unplanned conditions in the absence of public facilities and facilities. In order to provide a better and healthier living environment to the residents of these JJ clusters, DDA is undertaking in situ rehabilitation projects as per the provisions laid down in MPD 2021. Three projects are underway for in situ rehabilitation of slum clusters. A-14, Kalkaji Extension; Jailorwala Bagh, Ashok Vihar; and Kathputli Colony, Shadipur.
There are 1,675 EWS-category houses under construction in Jailorwala Bagh on vacant DDA land near the JJ cluster in Jailorwala Bagh. And, 2,800 EWS-category homes are under construction at a redevelopment site in Kathputli Colony, Shadipur, it said.
