Speaking at the security conference, Russian Defense Minister Sergei Shoigu said that Moscow does not plan to use nuclear weapons in Ukraine.
“From a military point of view, there is no need to use nuclear weapons in Ukraine to achieve the set goals,” Shoigu said.
“The main purpose of Russian nuclear weapons is to prevent a nuclear attack,” he said.
Relations between Moscow and Washington have soured since Russia launched a military intervention in western Ukraine in late February.
Hurt by unprecedented Western sanctions, Putin has sought to strengthen ties with countries in Africa and Asia, especially China.
During Pelosi’s visit to self-governing, democratic Taiwan in August, Moscow was in complete solidarity with key ally Beijing, which China considers its territory.
