New Delhi: Defense Minister Rajnath Singh on Tuesday approved the extension of financial powers to the armed forces for revenue procurement, to reduce delay in procurement for operational preparedness and to meet the requirements of field formations expeditiously.
The Defense Ministry said that the delegated financial powers of Deputy Chiefs of Services have been increased by 10 per cent subject to an aggregate ceiling of Rs 500 crore.
It said the primary focus of the increased delegation of financial powers is to empower field commanders and other officers to procure equipment and “war-like outlets” in an accelerated manner to meet immediate operational requirements and essential sustenance requirements.
A new program for leasing aircraft and related equipment has been introduced for the Indian Air Force which includes hiring air-to-air refuelers.
Singh described the decision to expand financial powers as “another big step towards defense reforms”.
The ministry said that enhanced delegation of financial powers to officers in service headquarters and lower offices will ensure faster decision making and better planning and operational preparedness at all levels.
“Another major step towards defense reforms is to strengthen the security infrastructure. Financial powers have been transferred to regional formations with a focus on operational preparedness; Promote ease of doing business and connectivity between services,” tweeted Singh.
The last such increase at all levels for defense services was done in 2016.
“General increase of up to two times has been approved for Competent Financial Officers (CFAs). In some schedules, this increase in field formations is up to 5-10 times due to operational requirements,” the ministry said in a statement.
“The delegated financial powers of deputy heads of services have been increased by 10 per cent, subject to an aggregate limit of Rs 500 crore,” it said.
The ministry said that the financial powers of the Chief of the Integrated Defense Staff to the Chairman of the Chiefs of Staff Committee (CISC) as CFA have been substantially enhanced and aligned with the Deputy Chiefs of the Services.
“The new CFA has been added to the Vice Chief of Army Staff, Master General Sustainability, ADG (Procurement)/ DG Air Operations/ DG Naval Operations etc. due to restructuring/ restructuring/ functional requirements in service headquarters and field formations.” Ministry said.
It said new financial powers have been introduced for the Navy and Indian Air Force for their field commanders, in line with the Army’s program on existing “Army Commanders Special Financial Powers”.
“A new program for leasing aircraft and associated equipment for the Indian Air Force has been initiated, including the recruitment of air-to-air refuelers,” the ministry said.
For the Indian Navy, powers have been delegated to the command level for replenishment of disaster management equipment and materials for immediate response to natural disasters and Humanitarian Assistance and Disaster Relief (HADR) operations.
The ministry said that an enabling provision of emergency financial powers to field formations below the command level for defense services has now been included in the Schedule of Emergency Powers which are presently assigned to Deputy Chiefs and C-in-Cs (Commanding-in-C).
