New Delhi: Congress has drawn a line in its manifesto for Karnataka elections parallel between the banned Popular Front of India (PFI) and Bajrang Dal, saying it would “ban” organizations promoting enmity or hatred “between majority or minority communities”.

While the PFI describes itself as a “neo-social movement” for Muslims, and rejects allegations of terrorist links, the Bajrang Dal is the youth wing of the Vishwa Hindu Parishad (VHP).

A Rs 1,000-crore “Dharmika Nidhi” fund has been proposed for the renovation and restoration of “small temples” and “mutts” across the state. A separate “Puja Nidhi” fund has been promised for the temples under the state’s Muzrai department.
“Karnataka has about 1,80,000 temples, out of which only 35,500 temples come under the Muzrai department. These temples have been neglected by the Muzrai department,” the manifesto said, adding that the party would “increase the monthly grant to Muzrai temples”.

The party has promised to fill the sanctioned vacancies in all government departments within a year, and “consider” Expansion Old Pension Scheme for “pensionable Government servants who joined service after 2006”.

The five “guarantees” that the party has repeatedly mentioned in its rallies are also part of the manifesto. These are: 200 units of free electricity for all, Rs 2,000/month to each female head of the household, 10 kg/month of food grains to a Below Poverty Line (BPL) household, and grants of Rs 3,000 and Rs 1,500 per month to unemployed graduates and Diploma holders, respectively for two years. The fifth promise is free transport for women.

The Congress has promised to increase the reservation limit from 50 per cent to 75 per cent to accommodate the hopes and aspirations of “SC/ST/OBC/minorities” and other groups like Lingayats and Vokkaligas.

The party has promised to release the results of the 2011 Socio Economic Caste Census conducted by the then UPA government at the Centre. This has been a major issue raised by the party throughout its campaign.
Other promises of the party include farm loans up to Rs 10 lakh at zero interest, increasing milk production in the state to 1.5 crore litres/day, Establishment of a Gold and Diamond Park in Mangaluru and a Film City in Mysuru.
