The TMC on Saturday released its 10-point election manifesto for the February 14 assembly elections in Goa. The manifesto, released in the coastal state’s capital Panaji, talks about a broader agenda that the Mamata Banerjee-led party will be able to claim. To “Start a new dawn in Goa”.

1. To increase the size of Goa’s GDP to 1.8 lakh crore (from 0.71 lakh crore) with an annual per capita income of over Rs 11 lakh; 200,000 new jobs will be created for Goans with 80% reservation and 10,000 vacancies in government sector will be filled in 3 years.
2. Direct benefit transfer of Rs.5,000 per month to one woman of each household under Griha Lakshmi; Collateral-free loan of up to Rs 20 lakh for Goa youth at 4% interest rate under Yuva Shakti, and provision of unemployment insurance for Goa youth for 6 months in a year.
3. Doubling the budgetary expenditure on health and education, along with 2 new medical colleges, upgraded facilities in a government school and a Universal Health Card and road accident treatment cover for every Goan family to 2.75% of the budget respectively and increase to 6%.
4. 33% reservation for Goa women in all jobs, including in the private sector, 50% reservation for women in all local bodies, two fast-track courts (one in each district) to address crimes against women and children , and a SOS Suraksha Mobile App for women’s safety.
5. Land ownership and ownership rights in possession of all Goan families residing in the state before 1976 and 50,000 subsidized houses to homeless families (under Mhaje Ghar, Malki Haqq), as well as loans up to Rs 10 lakh Provision for revamping old houses of Goa at concessional rates.
6. 24 x 7 public transport with dual fleet of state owned buses, 24 x 7 uninterrupted power supply, pothole-free roads in all weather along with functional drainage system and potable water to all households- With state-of-the-art sports infrastructure and training facilities in each taluka.
7. Fuel subsidy increased by 2.5 times to Rs 75,000; Short term allowance of Rs 4000 to fishing families and ban on LED-fishing and bull trawling; 18,000 hectares of traditional treasure trove land will be revived to establish cold-storage chains across the state and upgrade and expand agricultural depots and mandis as well as promote self-sufficiency in agriculture.
8. Establish environmentally sustainable mining practices (within 250 days after TMC forms government) with 80% reservation for Goans in clearance contracts and mining jobs. Also, all the income generated through Goa Mineral Corporation will be used to fund welfare schemes in the state.
9. Three linear projects to be completed through MOLAME; Maintain Goa’s rights over Mhadei river waters and incorporate a comprehensive waste management and waste collection system with 100% functional sewage network.
10. A grant of up to 25 lakhs for conservation of heritage sites along with integrated tourism centres, mobile apps and 24×7 police patrolling and help desks to help tourists maintain the pluralistic harmony of Goa.
