New Delhi: It appears that Lok Sabha Will start working smoothly from Tuesday afternoon. However, the outspoken opposition is about half a dozen Telangana Rashtra Samithi ,TRS) MPs paid to the speaker Om BirlaHope and hard work.
As on Monday, for the second consecutive day of the winter session of Parliament, the Lok Sabha started noisy.
When the lower house met for the Question Hour, MPs from opposition parties started shouting slogans on various issues ranging from demanding a discussion on repeal of agricultural laws to suspension of 12 Rajya Sabha colleagues for the entire session.
Speaker Om Birla repeatedly urged the opposition MPs to go back to their seats and allow the House to function smoothly. He told them that he would get an opportunity and ample time to make his point.
However, without getting any relief, the Speaker adjourned the house till 2 pm. When the meeting of the House was called at 2 o’clock in the afternoon, a similar view was seen. It was adjourned for meeting again at 3 pm.
In the meantime something happened that from then onwards there was hope for smooth action.
According to sources, Om Birla had called leaders of opposition parties to his chamber. The 10 parties represented by their floor leaders include Congress, DMK, TMC, NCP, YSRCP, TRS, BJD, TDP, RSP and BSP.
Sources said that the MPs of opposition parties present in the meeting were Leader of Congress in Lok Sabha Adhir Ranjan Chowdhury, Deputy Leader of Congress in the House Gaurav Gogoi, DMK’s Leader in the House TR Baalu, TMC’s Saugata Roy and Kalyan. Banerjee, Leader of the NCP in the House Supriya Sule, Leader of the YSRCP in the House PV Midhun Reddy, Leader of the TRS in the House Nama Nageshwar:, BJD leader in the house Pinaki Mishra, another BJD MP Anubhav Mohanty, TDP’s Jayadev Galla, the lone RSP MP from Kollam in Kerala NK Premachandran and BSP leader in the house Ritesh Pandey.
These opposition leaders agreed to conduct the proceedings of the Lok Sabha smoothly from 3 pm onwards.
Happy over the outcome of the speaker’s meeting with opposition leaders, sources told TOI: “Om Birla’s efforts have paid off. The deadlock in the house has been broken. The House will now function without any interruption. the decision was taken in a all party meeting called by the speaker. The opposition will contribute to the smooth and efficient functioning of the House.”
The House convened at 3 pm. Birla gave Adhir Ranjan Chowdhury an opportunity to express his views on behalf of the Congress, which till then had been opposing. He said that the opposition should get a fair opportunity to express their views.
However, then the TRS MPs started shouting slogans. Five-six MPs reached the Well of the House with slogans and placards.
The slogans read: “Declare a National Food Procurement Policy”, “No injustice to growing states” and “Do not punish farmers”. TRS MPs have been protesting since the first day of the current session.
By then the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2021 had been introduced in the House.
The speaker asked the protesting TRS MPs to go back to their seats and asked his floor leader Nama Nageshwar to present his case. He accused the Center of maintaining double standards in paddy procurement. “Centre says something in Delhi and states something else. The government should announce a uniform procurement policy for the country.
He was echoing the views of Telangana Chief Minister and TRS supremo K Chandrashekhar Rao (KCR). At the TRS Parliamentary Party meeting in Hyderabad on November 28, KCR had asked the Center to bring a uniform national food procurement policy for the entire country.
After listening to Nama Nageshwar, the Speaker expressed his desire to proceed with the proceedings of the House. But the TRS MPs started shouting slogans.
Birla was forced to adjourn the House till 11 am on Wednesday, defeating his hopes of smooth conduct of the Lok Sabha.
