UGC issues guidelines to foreign universities to set up campuses in India

University Grants Commission chief M Jagadesh Kumar on January 5 revealed the draft rules for foreign universities setting up campuses in India.

The chairman said, “No foreign higher education can set up a campus without the approval of the UGC.”

Interacting with the media, the UGC announced draft regulations for ‘Establishment and Operation of Campuses of Foreign Higher Education Institutions in India’ and said that foreign universities setting up campuses in India have to prepare their own admission process. There will be freedom.

He further said that these universities cannot offer online or distance education programmes. They can offer only full time programs in physical mode.

Talking about the approval from the UGC, Kumar said, foreign universities setting up campuses in the country will get initial approval for a period of ten years. Further he said, the cross border movement of funds would be as per the Foreign Exchange Management Act.

“Foreign universities have to ensure that the quality of education imparted at their Indian campuses is at par with that of their main campus,” he added.

Kumar said the final norms would be notified by the end of the month after taking feedback from the stakeholders.
