With disturbing images of civilian bodies scattered on the streets of Bucha, India joined the international community to condemn the killing of civilians. India’s condemnation of the civilian killings stopped blaming Russia, but supported an independent investigation. Ukraine’s President Volodymyr Zelensky addressed the UNSC from afar. He compared Russia’s actions in Ukrainian cities such as Buka to violence perpetrated by ‘terrorists’. Blaming Russia for the killings, he called on the United Nations to act or shut shop. On 4 April, Ukrainian President Volodymyr Zelensky visited Buka, where civilians were reportedly executed by Russian soldiers. After the visit, he said that the world would recognize the atrocities in Buka as genocide.
