UP teacher recruitment: No idea on number of vacancies, says education department

The Basic Education Department of Uttar Pradesh has no idea how many posts are vacant for the recruitment of 29,334 Assistant Teachers for Science and Mathematics advertised in the state. Separate information is provided regarding vacancies in High Court and Supreme Court. The recruitment process, which started on 11 July 2013, is still pending, as the candidates transferred the matter to the Supreme Court, where it is still pending for the last two and a half years.

According to a report in Live Hindustan, two candidates Alok Choudhary and Manoj Kumar said that in 2015, after seven rounds of counseling in the months of January and February, 26,115 candidates were selected. The candidates were posted several months later, between September and October 2015, due to some legal constraints. Later, candidates who scored 82 and above in the UP Teacher Eligibility Test (TET) appeared for the eighth round of counseling, after which they received appointment letters in 2016.

Meanwhile, the candidates who had appeared for the counseling earlier but could not appear were also given the last chance of appointment in 2016. As the process was going on, the government, in an oral order on March 23, 2017, announced a halt to it. hiring process. The candidates challenged the government order in the High Court where the court set aside the government order. It also directed the government to complete the process within two months. However, the government did not accept this decision.

The state government filed special appeals and review petitions in the High Court which were dismissed. In response to this the candidates filed contempt petition. To dodge this, the UP government filed a Special Leave Petition (SLP) in the Supreme Court. The petition filed in 2019 is still pending.

The Education Department has provided some information regarding the vacancies later. The Director of Basic Education Department presented an affidavit on 4 September 2019 stating that 3219 posts are vacant. In an order issued by the government on 20 September 2019, it was said that 3000 posts are vacant, while in the affidavit given to the apex court, the state government said that 1159 posts are vacant. An RTI reply revealed that there are 3681 vacancies in 36 districts across the state.

The last time appointment letters were issued to a candidate was five years ago. Three different vacancies have been reported since then. The candidates then took the matter to the Supreme Court where the matter is still going on.
