The United States has charged a former Indian intelligence officer, Vikash Yadav, for allegedly directing a failed plot to assassinate a Sikh separatist and outspoken critic of India in New York City. The FBI has issued a warning against such retaliation targeting U.S. residents.

The indictment, unsealed on Thursday, names Yadav as a former officer of India’s Research and Analysis Wing (RAW), the country’s foreign intelligence service. U.S. authorities have accused Indian agents of being involved in the attempted assassination of Gurpatwant Singh Pannun, a Sikh separatist leader and dual U.S.-Canadian citizen, who has long been critical of India’s policies toward Sikhs.
