While reports published in the third quarter of this financial year suggest that the Centre’s capex is on track to achieve its record capital expenditure target for this financial year, but the proposed transfers to states on this account, which include interest-free loans , continues to lag. Given the global headwinds, India needs to move forward with full force if it is to survive and perhaps even thrive as major economies slide into recession. And a huge coordination is the need of the hour as far as capex spending is concerned. At the same time, the private sector also needs to play its role.
