World’s largest university idea for cooperatives

New Delhi Union Ministry of Cooperatives is planning to set up the world’s largest university for the cooperative sector which will award 9,600 degrees, 16,000 diplomas and 800,000 certificates annually by 2026-27.

A proposal has recently been circulated among Central Ministries and Departments for consultation to set up a National Cooperative University to promote cooperative education, training, research and development through an Act of Parliament.

The development assumes significance given the annual requirement of 135,000 trained personnel for Indian cooperatives, which is more than a quarter of the three million registered cooperatives globally.

The plan is to provide degree for managerial positions, diploma for supervisory jobs and certificate for operational level positions. The proposal includes setting up sector-specific schools for dairy, fisheries, rural credit and cooperative credit at an investment of approx. 750 crores over a period of three years.

In a related development, the Institute of Rural Management Anand (IRMA) has also proposed to convert itself into a National Cooperative University. Established in 1979 by Verghese Kurien in Anand, Gujarat, IRMA has been training managers.

There are about 854,000 cooperative societies in India registered under the State Cooperative Societies Act and the Central Multi-State Cooperative Societies Act.

These cooperatives have 29 crore members, 40 lakh employees and 80 lakh board members.

The new university is expected to provide jobs to 2,000 teaching and non-teaching staff and help in capacity building of existing cooperative society staff.

The plan also includes creating a countrywide network of affiliated cooperative education and training institutions that will create 800,0000 human resource talent annually by 2026-27.

“The plan is to start with awarding 1,200 degrees, 4,000 diplomas and 200,000 certificates in 2023-24 and then ramp it up,” said one of the people cited above requesting anonymity.

Queries emailed to the spokespersons of the Union Cooperative Ministry and IRMA on Monday evening remained unanswered till press time.

Earlier, the platform was open for procurement by government buyers, central and state ministries, departments and public sector enterprises.
